Bayswater Activity Centre Renewal Strategy

Location: Bayswater

Client: Knox City Council

Plan2Place Consulting led a multi-disciplinary team to deliver the Bayswater Renewal Strategy. Based on the methodology of a structure plan, the focus was on renewal of the centre with a Social Benefits Framework underpinning the Renewal Strategy.

Bayswater is well placed to transform into a high performing, mixed use Major Activity Centre as envisaged by state and local planning policy. It is located within a broader strategic context of transformative land uses including the Wantirna Health Precinct, Bayswater Business Precinct, the Mountain Highway ‘enterprise corridor’ and the Bayswater Triangle.

Capitalising on these surrounding opportunities to increase employment are key, along with implementing a public realm strategy to prime the core of the centre for future residential and commercial investment. This will deliver additional commercial floorspace and significant additional housing in the centre.

Plan2Place Consulting also modelled potential public realm enhancements and the proposed built form controls for precincts in the centre’s core. This demonstrated the potential of the centre and anticipated building envelopes to provide for renewal while maintaining amenity for the public realm and key views.

The Renewal Strategy provides a framework for the centre to grow sustainably with 10 big ideas. It goes beyond planning for new housing and considers the centre’s future commercial, community, open space, infrastructure and accessibility needs.
