Plan2Place Consulting led the preparation of the Camperdown and Terang Structure Plans to deliver a comprehensive strategic framework to guide each town’s growth and development over the next 15–20 years. The Plan balances housing supply, infrastructure coordination, economic development and climate resilience—while protecting each towns distinctive heritage and landscape character.
The plans provide a clear spatial framework for future growth, respond to housing demand and affordability challenges, strengthen economic and tourism opportunities, improve connectivity and access to services, embed sustainability and climate resilience and protect town character and heritage values.
Community engagement revealed a strong desire to improve the diversity and affordability of housing, enhance tourism and the night time economy, provide better connections (particularly for the active transport network) and protect the strong heritage character. Other key themes included ensuring residents could age in the towns and that there was a growing population to maintain workers, facilities and services.
Council endorsed the 20-year growth framework for the towns in November 2025 providing clear direction for investment and development. An integrated response to housing and infrastructure needs through actions pitched at the 5-10 year timeframe will strengthen the long term liveability and economic resilience of the two towns.
