Kilmore Neighbourhood Character Study

Location: Kilmore

Client: Mitchell Shire Council

Kilmore is a large peri-urban town within Mitchell Shire identified for, and experiencing, significant growth. Located within an hour’s drive of Melbourne, the town performs as a regional service town, well served by local and regional scale facilities. Kilmore also offers an attractive lifestyle choice, with a rich cultural history and close links to the surrounding natural landscapes and features.
The Neighbourhood Character Study for Kilmore assesses and defines the distinct neighbourhood character types within the township and surrounding areas. The study was identified as further strategic work through the Kilmore Structure Plan as a way to better guide development in established areas and to provide a framework for desired future residential outcomes.

Plan2Place Consulting collaborated with subconsultants Spatial Vision, Peter Boyle_Urban Design+Landscape Architecture, Landmark Heritage and CoFutures to work through each of the key project stages including analysis, stakeholder engagement, and strategic alignment to enhance Kilmore’s planning framework. Surveys, site visits, background research, and extensive community consultation ensured that the vision for Kilmore’s established residential areas was underpinned by evidence with broad community ownership.

In addition to surveying and identifying neighbourhood character areas throughout the town’s residential land, the study included preferred further neighbourhood character statements and housing change areas through a residential development framework.

The Study will guide future decisions on housing locations and density, promoting growth in suitable locations while safeguarding areas with heritage, environmental, and other important constraints that contribute to Kilmore’s valued neighbourhood character.
