Tally Ho Activity Centre – Structure Plan Implementation

Location: Tally Ho Activity Centre, City of Whitehorse

Client: Whitehorse City Council

Plan2Place Consulting was engaged by Whitehorse City Council to prepare planning scheme provisions and documentation to implement the adopted Tally Ho Activity Centre Structure Plan, July 2025.

The Tally Ho Activity Centre is located on land east and west of the intersection of Burwood Highway and Springvale Road, 18km east of Melbourne’s central business district. Tally Ho serves an integral economic role and function within the eastern region in a 34 ha office park and technology hub. The centre is unique and attracts business and services for around 3,500 – 3,700 jobs. The structure plan for the centre seeks retention of this employment focus but also secondary retailing, entertainment and residential uses with a mixed use focus and a quality public realm and built environment.

The Amendment involved the application of the Commercial 3 Zone (C3Z) to significant office and employment sites to protect their commercial focus and employment in a ‘enterprise precinct – the first to apply the C3Z to a Victorian planning scheme. Other areas for mixed uses, retailing, offices and residential activities were also included by the Commercial 1 Zone (C1Z) and Mixed Use Zone (MUZ). Local planning policy and Municipal Planning Strategy revisions were also proposed.

A Built Form Overlay was prepared for the activity centre to replace the Design and Development Overlay -Schedule 9 to give improved design guidance for development. All requirements were discretionary, with the exception of site coverage metrics to particular sites and overshadowing protection requirements to the Burwood East Reserve. A Specific controls Overlay (SCO) was also prepared to enable an existing place of worship use to continue its operations.

The Amendment has been submitted for authorisation and is awaiting next steps related to exhibition.
