Baxter Township Structure Plan

Client: Mornington Peninsula Shire Council

Plan2Place Consulting prepared the Township Structure Plan for Baxter on the Mornington Peninsula. The project was undertaken in conjunction with Wayfarer Consulting, Ethos Urban, Movement and Placement Consulting, and Peter Boyle_Urban Design+Landscape Architecture. The township comprises residential areas, small areas of commercial services and community facilities surrounded by extensive areas of green wedge land. Possible extension of the suburban rail network to the township has been foreshadowed, ideally to Hastings, but needs to be carefully and sensitively managed.

The structure plan established a clear vision to guide future use and development within Baxter. The preparation of a Background Report provided robust evidence of findings and the foundation for objectives, strategies, and actions of the structure plan. Engagement with the community and key stakeholders early in the project helped to shape the vision and strategic directions of the structure plan.

Renewal and rejuvenation of the commercial area around the railway station, improved walkability and
connectivity, and greater dwelling diversity were key actions.

The structure plan provides a concise, strategic document that enables a clear policy basis for statutory implementation, advocacy, capital works and public realm improvements. The plan was adopted by Council in April 2019.
