Croydon Activity Centre Structure Plan

Plan2Place Consulting was engaged to lead the development of the Croydon Structure Plan. A major activity centre, the Croydon MAC covers an area of around 143 hectares (ha) and contains a range of commercial, retail, light industrial, community, public and residential land uses nestled in the foothills of the Dandenong Ranges with Tarralla Creek on its southern edge.

Unlike other major activity centres in Melbourne, Croydon MAC has an unusual urban structure in that the main retail and commercial areas are separate from major or arterial roads. Being shielded from these roads has been a key determinant for the look, feel and function of the centre and of its individual character.

A grade separation of the rail is underway providing opportunities to address a key challenge facing the centre to improve connectivity. The Tarralla Creek is a major environmental feature in the centre and has recently been restored through a “daylighting” project by Melbourne Water.

As part of the structure plan’s preparation, three additional projects were undertaken in conjunction with Council, including:

  • The Tarralla Creek Precinct Development Guidelines
  • Croydon Central Built Form and Views Assessment Guidelines
  • Multi-disciplinary advice about the Croydon Grade Separation and impacts/alignment with the Croydon Structure Plan

The structure plan addresses both the development and management of public infrastructure, in streets, parks and walkways, and set private property development parameters for preferred land uses, building form, heights and siting. It provides guidance to the community, government, business and the development industry about appropriate directions and opportunities for change.

The plan reflects community values and aspirations for the future growth of Croydon, as a place where people will work, learn, live, shop, socialise and play.
