Department of Environment, Land, Water and Planning (DELWP) – Planning Group

Plan2Place Consulting was engaged by the DELWP – Planning Group to develop the Commercial 3 Zone (C3Z) in mid 2018. This involved the delivery of a new zone into the Victoria Planning Provisions to implement the strategic imperatives supporting employment precincts across Melbourne and Victoria.

Plan2Place Consulting worked collaboratively with the DELWP project manager and key industry, Council and State Government stakeholders to draft and refine the new zone in short timeframes. This included writing the supporting VC Amendment documentation and the C3Z Practice Note forming part of Amendment VC149 in October 2018.

The development of the C3Z referenced extensive research (DELWP, SGS Economics and Planning and Echelon) to develop a new zone catering for new types of employment areas that are dense, accessible and of high-amenity. The mixed-use employment zone facilitates the establishment and growth of creative industries, small manufacturers and start up businesses that are attractive to new and emerging businesses.
