State-wide and SERA Pilots of Wyndham and South Gippsland

Statutory planning analysis, advice and recommendations were provided about the Strategic Extractive Resources Areas (SERA) Pilot project. The project included working with DELWP, the Department of Jobs, Precincts and Regions (DJPR), Wyndham City Council and South Gippsland Shire Council as partners in the SERA Pilot project.
The project included detailing a range of options and the most desirable statutory planning options and the best tools from the Victoria Planning Provisions (VPP) to enable effective implementation of extractive resources protection and production.
Planning pathways were detailed over the short term for the two SERA Pilot areas in Wyndham and South Gippsland, which based on the outcomes of the two pilots, could then be used to deploy a state-wide solution for improved planning protection of strategic extractive resource areas.
A key recommendation included the need to provide more specific guidance on the key directions of recent strategic work from the Victorian Government for extractive resources through improved alignment and implementation of state planning policy and particularly improved land use and development planning mechanisms.
The project provided expert analysis and advice around the most suitable and effective mechanisms for the improved protection of extractive resources across Victoria into the future, assisting in the preparation of DELWP’s Strategic Extractive Resource Areas Pilot Project Draft Report, May 2020.
